IMHO, that is the correct answer. The promiscuous zombie dog lives, (although he/she is/could be dead) the rest get the chop.

When I kill vampires, I always do it in the third person POV
They're less likely to take it personally that way.
Tip: Always keep the undead at arm's length.
 ;)

Make's my blood boil just thinking of what vampires get up too.

Especially zombie politicians.

Would the tie go to the most-dead or the least-dead?

Based upon my professional experience, the only slightly dead ones are the hardest to kill and therefore the strongest and most likely to win a free-for-all.

I don't think I'd bet on the promiscuous zombie dog. I'd put my money on the bloodsucking vampire politician. (They have such strength in numbers.)
