Sorry, the Kindle Edition ($14.99) does say "This title is not currently available for purchase". It's from Harper Collins, so I presume they are making some sort of changes and it will be available again at some point.

If you really want to know you need to contact Harper Collins. I think it's safe to say that Amazon choose to not sell very little. They make money selling books and everything else. Perhaps they haven't finished the electronic edition or perhaps the legal negotiations for the electronic edition aren't complete.

I see this frequently.  Current example I have:   I was reading Ann Cleeves' Vera Stanhope series.  Book 1 and 2- no problem. Book 3- wait till the end of January 2018.  Book 4, available.  Book 5?  Not till sometime in April.  Then it appears the rest of them are available.  Not really going to care too much till April, then hopefully, be able to remember what I already read in 1 and 2.  Was a rude awakening to get to the end of 2, and be out of luck.     :P
