If they can't "reach" 220,000 like they said, and know they can only "reach" 74,000 that is fraud on their part since that is what they specifically said they would do. They know what percentage of their viewers use blockers. I expect some fluff on their part but to only reach 33% over 21.4x (when it should be around 10) is not with in reasonable limits.
Also the frequency shown to the same group was going way up after a week. It was apparent they can't reach 220,00 since the number reached was going down. I see it as a way of scamming small businesses since there is no way to communicate with anyone in the ad department. And with the excessive extra frequency, clicks were going way down.

Maybe the problem lies with people using a Tablet or iPad when visiting Facebook.
When I use my Tablet App, (100% of the time) I don't see sidebar ads. They just aren't there. The only thing I see is the middle stream where posts are.
I do second the fact that fewer people see that stream. I had to do some tweaking just so I could see certain people. That probably means others may have had to do the same. (meaning they can mark someone from their stream)
As for stream ads, the ones I've seen aren't book related and I usually block them. That may result in future no shows when someone pays for a stream ad. I don't see them now.
There are too many variables so I admit to refusing to pay Facebook for ads.
Sorry you've had this problem. Hope your Goodreads ad offers better results.
