Is my Amazon affiliate code the same thing they call the "tracking ID" on my dashboard? If not, how do I find my code? I know how to make affiliate links with Amazon's tools, but I want to use my code with an advertiser who now allows it. Just don't know what it is…

Yes, that is your affiliate tracking code. You can also set up more than one tracking ID.
