Amazon Canada has one of my books free for some reason

Immortal At Sea is listed as free on Amazon Canada for some weird reason.  Anyone know what's going on there?

My guess is some other site has your book for free (sometimes, Kobo or other platforms don't follow through with price changes) and a customer asked Amazon.ca to match the price. That happens. My book may sometimes be free at amazon.uk but not at .com.

I had a one week promo at Apple for the book, but it ended a week ago. I'm not necessarily complaining because my book sales at the canada site are actually better than usual, but it's weird. It's listed as priced at zero, but tracking as a paid sales book. I didn't know what to expect when I listed it free for that week (it was to see if I could get Apple's attention, tbh) but this is weird.
Perhaps I need to understand how permafree works, and how to use it to my advantage.  I could probably put the book at free on B&N and Apple to build interest in the other books in the series on those sites, and at the same time pick up new interest on Amazon, where the early books have sort of maxed out.
