Yes, this has been happening a lot lately. You just have to keep trying until it goes through. If you hit save and continue after the upload, you should only have to go to the second page and click publish again.
I've had that problem when re-uploading a new version of a title.  A few hours later though, it said publishing on my Bookshelf.

The other problems I've had with the uploading were solved by using Google Chrome as my browser (I had trouble with IE and Firefox).
Thanks for your help Here's Amazon's take:

  • I am sorry for the trouble you had while converting your book. We are experiencing a technical issue at this time, where in MOBI files created using Mobipocket Creator or other third party software are failing conversion to Kindle format affecting the buyability of the Kindle title on the Amazon website, due to the automatic ingestion of the cover image within the content file in your bookshelf.

In the meantime, if you would like to upload a MOBI file, we recommend that you use KindleGen to create the MOBI file instead of using MobiPocket Creator; a MOBI file created using KindleGen will successfully convert when uploaded to your bookshelf.

    You can download KindleGen here:

    http://www.amazon.com/gp/feature.html?ie=UTF8&docId=1000234621

Alternatively, you may choose to upload the content file in DOC/HTML or ePub format.

I hope this helps. Thanks for using Amazon KDP.

I'm doing KDP and have some WIP's. So, I appreciate having this link for future reference.

KDP has been a good experience for me.

Thanks
I uploaded three new covers, one new interior and a price change about 2 hours ago.  They uploaded fine and are already out of review.

Jealous! Nearly two days for a cover change on two different books. I think the problem is the files are old which holds up the "automatic ingestion of the cover image within the content file in your bookshelf."

LOL - what a whole lot of words just to say "MOBI files need to have a cover inside them". For a while you could upload a MOBI file without a cover (although it was against their publishing recommendations), but it looks like they've now tightened that up. Not sure if it was intentional or not, but it works :)
