It's probably safer to figure your budget for the cover, then see what you can do to maximize that budget. Because there is a huge range in cost and quality for covers.
You can get a cover as cheaply as $5.50 on Fiverr.

Premades cost around $35 to $70.

Custom covers start at around $85 and go up to several hundred.

This isn't the purpose of your thread and I don't want to stick my nose where it doesn't belong, but do you have a friend or family member who could read through your book and help with the spelling/grammar? I know not everyone can afford an editor, but it seems like English might not be your first language and readers can be merciless about giving one-star reviews for poor grammar / syntax / punctuation.

This post made me cry.
You may be the exception to the rule and I hope you are, but every other wannabe author that said my book is fine with no other eyes on it, put out a book that was unreadable. Please find someone to at least do a quick proofread. I don't want to see you fail because your grammar wasn't as good as you think it is.

Now as to your designer question, many people use 99 designs.
I agree with a few of the other posts. As a book designer myself, I would spend the money on an editor before a book cover. Too many self-published authors skip having critique partners or beta readers or editors proofread their work, and then they are amazed when they get negative reviews or criticism. This is a business and you should have a professional product to sell, which does include a professional looking book cover.

Heck, I'll even offer you a free cover http://bookcover-designs.blogspot.com/p/free-covers.html if you don't have the extra money to spend on an editor. And if you'd like, I'll even edit your first chapter (or up to ten pages) of your book and let you know if it needs further revision or not.

Please PM me if you're interested in my help.

Whatever you decide, I wish you much success!

You might be able to get a good cover and an editor with that budget. What genre is this book?

I'd suggest taking that budget to a designer whose work you admire, and ask them what sort of cover they can create for you within that budget.
You'll find many affordable designers and proofreaders listed in the KBoards Yellow Pages: http://www.kboards.com/index.php/topic,195313.0.html
Take Sherry up on her offer.
I've always dealt with www.ebooklaunch.com for both book covers and formatting. There are 3 prices to choose from (with regards to covers); from basic to deluxe, I think.
Check out Covertopia.com. Tons of pre-designed professional covers for many genres, all at an affordable price.
