There's the mis-communication, then. Boyd was referring you to the set of pages you use to create and fill in the author page. You may have missed
Step 1: navigate to authorcentral.amazon.com
since it's pretty easy to skip over that line on the way to the screencaps.

You have to go to Author Central and create an account for yourself. It will allow you to manage your book page in much great detail, track rankings, etc. I'm pretty sure almost all of us use this tool. It's very helpful.

That said, if you just want to write to KDP, you don't need to get into Author Central. You can use the KDP dashboard: https://kdp.amazon.com/contact-us

ETA: Once you create an Author Central account, you claim your books there. Then you can do stuff. It's a separate company that's owned by and connected to KDP, or maybe it's a separate division within Amazon/KDP. Not sure.
