I use Overdrive to download public library books to my Kindle Paperwhite.
Overdrive is being discontinued but the Libby app, which replaces it, cannot be found in the Microsoft Store..
It appears that the app is only available on mobile devices such as Apple's iPhone and Kindle Fire..
Hopefully, Libby will become available for Windows 10, because I currently use it to download all my library books.

Jodi, that was my understanding as well.

And you don't really need another app if you borrow direct to your device. When I borrow from the library, I do it from the library's page on my computer. I click that I want the kindle edition and get sent to a page on Amazon where I can officially borrow it and send it to whatever devices I choose.

My understanding is that the app is/was useful if you're borrowing to a tablet or phone and are NOT using the kindle app already.
