I have an ebook that is listed as having 24 reviews but only 13 are actually shown. I've looked at the other amazon markets and it's the same.
Which number is likely to be right?

You have 24 ratings, but 13 reviews, in all likelihood. Amazon has started allowing star ratings once a customer reaches the end of a book in the Kindle app.

If you scroll down to the bottom of your top reviews and click on "see all reviews," you're taken to a new page that lists your ratings vs. review numbers below the sorting/filtering options.
