Fleeing through the sewers of the Dominion's slums, a revolutionary escapes the bleak, grey fortress into the lands beyond. His mission - to spread word of the plight of his people. But his journey into the world teaches Kyal two things: these lands are indeed as perilous as his government has always claimed, and that he may well be upon the wrong side of the revolution. He also learns that however far a man journeys, he cannot escape his own conscience.
Back in the city, revolution is looming, but Vaughan loses a faith in the leadership he can never regain and plots a revolt of his very own. Meanwhile, Zoser, the Captain of the Guard becomes aware of the insurrection and begins a cat-and-mouse game with them, whilst endeavouring to maintain a distance between himself and the insidious Brynaldur, one of the city's nine kings.
