The article in question is actually an historical note: John D. MacDonald, when he was older and in demand, wrote a satirical "rejection slip" to send to editors who requested stories. He wasn't the only one who actually did that.

Actually a lot of writers who were never in demand at all did it too, at least in private -- here's a great clip from Black Books with a wonderful rejection of a rejection:
