Hi, What you need to do is have your book for sale somewhere else online for free and then let Amazon know and they will usually match it. Alternatively, you could make your book a paid book, like 99 cents, and join the KDP program and use 5 free promo days.

That's how you make your book free. However, I'm wondering if you need more specific information. Are you completely new to self-publishing? You can find out how to publish an ebook on maaaaaany writing blogs around the Internet.
Here's the "Self-Publish with us" page on Amazon. Bear in mind that your manuscript will need to be correctly formatted for ebook publishing, and you'll need a cover.
