Shoutbooksy?

I recently came across a site called shoutbooksy.com, and I was wondering if anyone had any experience with it. It has 4 different packages to choose from $15 up to $55, however, I'd have to pay $35 to get my book sent to their 20,000-person email list. Any help would be appreciated.

I took a gander. They advertise tweeting your book and giving your book multiple days exposure. I'm not impressed with some of the covers I'm seeing--meaning, they appear not to be vetting writers very strictly. I find the price they're asking for is fairly steep. You can pay the same price for proven sites like ENT and Fussy Librarian.

I used Reedsy's promotional services and didn't get a single sale. I've found the best sales I get are from Amazon and Facebook. I don't really see the point to advertise anywhere else.

Someone wisely pointed out that Amazon is a book search engine for readers. It's like Google, but for books. Tailoring your ads, your blurb, etc using keywords (I recommend investing in KDP Rocket, which is now called Publishing Rocket) to target your audience is time and money better spent, in my experience.
Well, as a reader, I usually only use Amazon to search for titles, and I think others do too. Therefore, it is not necessary to publish the book on a platform other than Amazon.
I disagree. You're right, Amazon is where most people go but you should build your distribution network wide. Books do get banned or dropped occasionally, and if the only place you sell is Amazon, then you're out of money. Also, while they are the major source for most people, I average around a $100 a month from Google Play, Apple, and other outlets. That's $1,200 a year. Are you really going to walk away from extra sales when it's very easy to publish on other platforms and outlets?
