Sites like this one have been tried many times before. It's another attempt at monetizing web fiction by providing a platform for it. It doesn't look very professional, though, and the stories don't appear to be quality works (not judging from the covers, anyway).

They also don't let you publish your story anywhere else for free.
That site is about a month old. I doubt they have very many subscribers besides the contributors.
