Either it's recent, or I didn't notice it before:

"You may be charged a fee for wireless connectivity for your use of other wireless services on your Device, such as Web browsing and downloading of personal files, should you elect to use those services. We will maintain a list of current fees for such services in the Kindle Store."

This will probably only apply to those who over-use these services, but it's interesting to note..I could not find the list of current fees however.

It's always been there. . . .at least, has been since I started serious reseraching about this time last year.  But currently the "list of current fees" is "wireless connectivity is free always".  They're simply reserving the right to begin, if needed, at some point, charging for it's use for other than buying a book from Amazon.
