It means the battery is drained and you need to recharge it - you can plug it into the USB port on your PC or you can connect it direct to the mains.

That looks like a very old, very heavily used Kindle Touch model but there's no reason why it wouldn't charge - I have one that still works.

I presume this is new to you - did you person you got it from give you the necessary cable to go with it? If you need instructions on how to use it, you can still download the user guide from here.

Yep: the battery is completely flat.

You'll need a micro USB cable; you'll get faster charging if you can plug it into the wall vs via your computer.

If the battery has been dead a long while, it may not recharge. :( But it's certainly worth a try! :) Plug it in and leave it for a while and then see if you can do a restart -- you may need to press and hold the power button for 30-40 seconds vs doing it via the touch controls.
