I have a book (Enter Ruinland) that is about 78 pages. It is perma-free on Amazon.

Can anyone recommend a site to advertise? I know at least some of the sites restrict permafree books.

Which ones restrict permafree?
Though it is too short for a bookbub.

A lot of sites will take permafree books. Ereader News Today, Bookbub, Kindle Books & Tips, etc., take permafree. The real issue I see for you is the length. A lot of places have prohibitions against books that aren't full length (which I think they define as 150 pages)

Though, you could do a Fussy Librarian. They will often take shorter books because novella length works are quite popular. It's just many other ad sites aren't set up for them.
I guess the sites are concerned the readers will be disappointed with the page count? Hopefully that will change
