I cancelled my book from being pre-ordered, which was to come out on June 26, and when I tried to edit it, the only option was to archive the title. There was in red lettering: Pre-order Cancelled.
Underneath that was: This pre-order has been cancelled and is unavailable for further editing. The cancellation could be due to, but not limited to, the following reasons: your request or the final book file being unavailable.

Could I republish the book with the same cover or will Amazon get on me about this?

You can delay a preorder up to 30 days without penalty. If you can delay it further, you might be able to change the status. But I haven't been in your shoes regarding "pre-order cancelled" so I'm unsure about editing. If you're locked out, I'd call KDP (you can call since you're in the US).

No, it's a "new" book now, so you can't edit it. If you need to delay again, you can change the date on the pre-order (once only, I believe). Honestly, pre-orders for unknown authors probably aren't worth the worry, since no one knows you exist so they aren't going to be buying the book early.
