Amazon prohibits buying reviews. This site sells reviews. Full stop.

Legitimate review services:

Do NOT guarantee a specific number of reviews, because they are only making your book available to potential reviewers. They cannot by law control, demand, or regulate if the potential reviewers actually review the book

Do NOT promise to get the "verified purchase" tag. This is a HUGE red flag.

THEY LIE!

"Why do your reviewers have to buy the book on Amazon? Can't I send a MOBI or PDF file instead?
By default, Amazon now only displayed "verified purchase" reviews. So if a review is posted for a book that is not purchased, then it is hard to find on your Amazon book page. If your book is not yet on Amazon for purchase, then please contact us again our beta-review service.
This is a bold face lie. Amazon has no problem with non-verified reviews. They do, however, have restrictions in place to deal with unscrupulous review sellers. But so long as you are an Amazon customer in good standing, you can post reviews of non-purchased products.

In fact, the Amazon TOS Explicitly forbids this sort of manipulation of the "Verified purchase" tag:

You may not manipulate the Amazon Verified Purchase badge, such as by offering special pricing to reviewers or reimbursing reviewers.

Are you part of Amazon?
We are an Amazon associate and receive a small fee whenever our subscribers purchase from Amazon.
That's standard affiliate language. That doesn't make them part of Amazon. People who are unfamiliar with how affiliate accounts work, however, might be tricked by the language.

This site sells reviews and even assures that reviews will be "verified purchases". Despite what they have told you - what they are doing violates Amazon and Goodreads TOS. You risk your KDP account being banned for review manipulation and you risk the ire of Goodreads users if you are flagged as an author that buys reviews. But its your reputation and accounts on the line. If you want to take the assurance of a site that knowingly engages in TOS violating behaviour, you go for it.

Please state more specifically why it violates Amazon guidelines. Just
where does it say in the guidelines the TOS would be violated?
Can you provide an exact quotation of the violation. All I see
is that an author can not provide a gift or anything of value
in return for a review. That's all I see in the Amazon TOS.

4. Can I pay for someone to write a Customer Review for my book?
No. We don't allow any form of compensation for a Customer Review other than a free copy of the book provided upfront. If you offer a free advanced copy, it must be clear that you welcome all feedback, both positive and negative. If we detect that a customer was paid to write a review, we'll remove it.

The only type of paid review that Amazon supports is an editorial review. An editorial review is a more formal evaluation of a book usually written by an editor or expert within a genre, but can also be written by family and friends. 4.1 What do you mean by compensation?
Offering payment or any other incentive for a Customer Review is considered compensation. This includes giving someone money or a gift certificate to purchase your book. We consider incentives to be any type of reward that is given in return for a Customer Review, including but not limited to bonus content, entry to a contest or sweepstakes, discounts on future purchases, and other gifts.

Still not sure, since it is unknown where the payment for the review goes.
The site does not say the reviewer gets anything other than a free copy.
Sites like this usually say the payment is for access to the reviewers, not
to the reviewers themselves. If it was known that a site paid the reviewers,
than I believe it would violate the Amazon TOS.

Reviews may only include URLs or links to other products sold on Amazon.
Customers in the same household may not post multiple reviews of the same product.
We may restrict the ability to submit a review when we detect unusual reviewing behavior, or to maintain the best possible shopping experience.
You may not manipulate the Amazon Verified Purchase badge, such as by offering special pricing to reviewers or reimbursing reviewers.
It does not get much clearer than that.

I don't wish to repeat myself but the site does not offer special pricing
to the reviewer or anything of value, but a free copy. It is true the copies
are purchased from Amazon, and paid by the author, so maybe that is
the sticking point, where the service might violate the TOS. Not sure.

Do you know what the verified purchase badge is?
